As the opium trade begins to blossom in 1920s China, an indefatigable, decorated war veteran steps up to combat the menace, along with a special strike force consisting of former military colleagues.

After the civil war in China, Ding (Tony Leung) joins the Shanghai Police Force to help clean up the opium drug trade. However, the police force is corrupted, and in the pocket of drug baron, Haye. Ding rounds up three of his friends from the war, and enlists them as a special task force, the Gunmen, to rid the streets of Haye's drug empire.
